First country to legally require solar water heaters

Israel required solar water heaters in all new homes starting in 1980, building on voluntary adoption that had already reached about 20 percent of households by 1967. Today an estimated 85 percent of Israeli homes use rooftop solar water heating, among the highest adoption rates of any country in the world. The policy is credited with saving the country millions of barrels of oil each year.
